Yes. Rust servers support uMod, formerly Oxide, the most widely used Rust modding framework. Drop a plugin's .cs file into the oxide/plugins folder and it loads without a server restart.
Facepunch forces a map wipe on the first Thursday of every month when the monthly update ships, so every Rust server wipes at least monthly. Many communities also wipe weekly or every two weeks; extra wipes are up to you and are done by changing the seed or removing the save files from the panel.
Rust is memory-hungry, and usage climbs as a wipe goes on and players build. That's why our Rust plans start at 8 GB. Pick a larger plan for bigger maps, higher player counts or heavy plugin setups.
